Hydaburg Cooperative Association

Transportation

Hydaburg Cooperative Association (HCA) Transportation Department has continued to be very busy throughout the 2013 season! A couple of projects are near completion!  We are currently updating out Tribal Transportation Improvement Plan, (TTIP) which prioritizes projects the Tribe is interested in working on next.

Here is a summary of the ongoing projects the Transportation Department is working on presently.

  • Saltry Road Construction Project: This project is very close to completion! All of the construction is done, except for the road just before and after the new bridge that was installed!  Although it may seem like Hydaburg is not growing, there is a number of plans for Saltry in future economic development.  Saltry point is ideal for a deep sea port; our 14(c) home site subdivision will eventually be in that area, our tsunami road is down that road and, it is potentially the area for a visitor’s center. Thanks to our roads crew for doing such a wonderful job, we will have a nice road for expansion in the future of Hydaburg.

  • Hydaburg Transit System:  HCA’s Transit system has been up and running since February 19, 2013!  The Tribe recognized the real need for public transportation for our community.  After a year of gathering information and creating a transit plan, we were able to implement that plan and started transporting community members to other cities on the Island!  The community as a whole is pleased with the service that the tribe is able to provide; and we look forward to expanding our schedule in the future, depending on the need!  Our current average ridership and miles driven are; 25 to 35 passengers and around 630 miles a week!  Although we started our program with older vehicles, we are working toward getting new buses for our transit program!  Currently we have 2 drivers and we are accepting applications for a fill in driver also.  A copy of our latest schedule is provided.

  • Harbor/Dock Approaches:  When the city and the tribe collaborate it is a winning combination for our community!  It is amazing to think in a few short months Hydaburg will have a new harbor in place for our fleet of boats!  The roads department was able to add to the project by providing the design for the trestle, grid and boat launch! This is considered access to our sea trails that has been used for hundreds of years for our cultural and traditional annual food gathering sites!  RPKA has been working diligently on the design, with community input, so that it provides boaters with the type of grid and launch that the fisherman will need!  The renovation is scheduled to begin the latter part of June, 2013, and the completion date given is December 15, 2013!

  • Bulk Fuel Facility:  Another project that has been ongoing is our bulk fuel facility.  Originally it was to provide fuel for our roads projects, but because of a number of delays in installing the electrical components it is still not currently up and running.  It is very close to completion, and eventually we will begin providing fuel and diesel to community members!  An additional need in our community will be fulfilled thru the Tribes Transportation Department!

  • Hydaburg Highway:  Although HCA’s road crew will not be working on this project, I am happy to report that the State DOT is in the process of resurfacing our 22 mile road with black top, not chip seal.  I would like to add that we did provide them with a LIDAR report in hopes that they will straighten out some of the corners on the highway and make it a safer road to travel on.  I believe it is safe to say this project will be done in the next year.

Deer Bay Road:  Although it may seem like the Deer Bay Road leads to nowhere, it has been considered “the road to resources” and has potential in providing access to the mines popping up on the northern end of Prince of Wales Island.  Earlier in the year we were able to get an easement agreement signed with Haida Corporation and we are waiting for Sealaska to come to an agreement with us also.  Both corporations are co-owners of the road.  When we get the required documents we can seek funding to improve the road for future needs.

If you have any questions or comments about any of these projects, please do not hesitate to contact:
Hydaburg Cooperative Association (HCA) office,  and ask for our Tribal Administrator - Doreen Witwer.
